The Company of Contract Specialist Jobs about The Supply Chain Management Shared Service (SCMSS) is a new organization that contracts, acquires, and distributes supplies, equipment, and services to service delivery organizations (SDOs) in the health sector to support healthcare delivery in Manitoba. In addition, the SCMSS is in charge of the Health and Population Cluster’s category management for the Government of Manitoba. It is also in charge of establishing contracts for items that are in scope and can be used by stakeholders across the Government of Manitoba and other partners in the public sector.
Within Shared Health, the Contract Specialist plays a crucial role in the new SCMSS, providing ongoing leadership to drive innovation, reduce supply risk, and enhance supplier performance.

Contract Specialist Jobs Responsibility:
Contract Specialist Jobs aid in the health and population cluster’s contracting activities by:
- Coordinating the tendering process, which includes drafting tender documents, facilitating evaluation, and leading negotiation and contract execution, as well as leading the development and implementation of contracting strategies and plans for assigned categories with approximately $15 million to $50 million in annual spending;
- facilitating the effective implementation and execution of contracts in accordance with internal standards by guiding stakeholders, including administrators and clinicians, through contracting procedures;
- settling contract-related issues, managing risks, and providing excellent customer service;
- supplying expertise on all aspects of contracting strategies, strategic contracting initiatives, contract management plans, and the tendering cycle and effectively implementing them;
- developing robust research-based contracting strategies in conjunction with colleagues in the work area and the value analysis teams;
- may direct working groups, including stakeholders from the government, through the contract management process.

Contract Specialist Jobs Experience:
- Five years’ progressive experience working in a large publicly funded organization, preferably in the health sector, providing contract management services in an enterprise-wide supply chain management system, including contracting and strategic tendering with defined methodologies and processes like the category management methodology for contracting:
- Five years of experience developing, drafting, evaluating, and awarding tenders in a wide range of tendering formats, including RFPs, RECs, RFIs, and RFQs. Additionally, experience managing contracts and utilizing a variety of contracting strategies while ensuring compliance with legislation and trade agreements.
- three years of experience exerting influence over senior management and other key stakeholders, including senior clinicians.
- three years of experience working with ERP systems’ supply management modules and/or contract management software applications for contracting and procurement (such as Great Plains and SAP).
Contract Specialist Jobs Eligibility:
- Education (Degree, Diploma, or Certificate) An accredited postsecondary degree in supply chain management, business administration, commerce, or a related field.
- An asset is additional specialized training in strategic tendering and contracting.
- It is possible to think of a comparable combination of education and experience.
- Certification, license, or registration Active, reputable member of a relevant regulatory body.
- Completion of the Certified Purchasing Professional exam for the Supply Chain Management
- Professional (SCMP) Level III; or a related designation in Supply Chain or Logistics are assets.
- Skills and Qualifications The capacity for staff-level leadership was demonstrated. The LEADS in a Caring
- Environment framework has been adopted by Manitoba’s provincial health system.
- Physical Requirements You must be able to lift and carry objects up to about 10 kg and work safely in a typical computerized office with frequent meetings at multiple client sites.
- Dedicated and focused time for planning and concentration can be scheduled in the event of interruptions to answer questions.
- Use of a personal vehicle and a valid Manitoba driver’s license are required for travel throughout the province.
